A school pen could be any pen, really, if you use it at school. There's nothing to stop you taking an expensive limited edition fountain pen to school if you really want to, but it's probably not the best idea. In general, a 'school pen' will be solid and reliable, able to take a few knocks, as they're bound to happen, and not too expensive, in case it does get damaged or lost.
It's also good if they're reasonably cheap to run - most pens are, to be fair, but reasonably-priced refills are an advantage. If you (or the kids you're buying for) tend to lose their pens, though, something cheap enough to replace easily and keep spares of might be more important.
